ZONALITERASI.ID – Ketua Badan Pengawas Pemilihan Umum (Bawaslu) RI, Rahmat Bagja, mendesak agar Komisi Pemilihan Umum (KPU) RI merevisi aturan kampanye yang memperbolehkan peserta pemilu kampanye di fasilitas pemerintah dan pendidikan (sekolah dan kampus).
Diketahui, pada Selasa, 15 Agustus 2023, Mahkamah Konstitusi (MK) memperbolehkan peserta pemilu berkampanye di fasilitas pemerintah dan pendidikan (sekolah dan kampus) sepanjang tidak menggunakan atribut kampanye. Hal itu dimuat dalam Putusan MK Nomor 65/PUU-XXI/2023.
Keputusan MK tersebut terkait dengan Peraturan Komisi Pemilihan Umum (PKPU) Nomor 15 Tahun 2023 tentang Kampanye Pemilu.
“Iya (mendorong KPU lakukan revisi PKPU kampanye) atau ketentuan teknisnya. Tapi lebih bagus PKPU-nya yang direvisi supaya jelas di mana boleh, tidak boleh, dan metode apa yang boleh atau tidak,” kata Bagja, di Gedung Bawaslu RI, Jakarta, Jumat, 18 Agustus 2023, dilansir dari Antara.
Menurut Bagja, KPU harus mengatur secara detail fasilitas pemerintah dan pendidikan apa saja yang boleh digunakan sebagai tempat melakukan kampanye.
“Jadi yang harus diatur, misalnya fasilitas pemerintah seperti apa? Apakah gedung pemerintahan, termasuk fasilitas pemerintah atau bukan? Seperti Istana Negara dan balai kota.
Untuk balai kota, saya khawatir wali kota yang memiliki kekuasaan di sana dapat melakukan kampanye meski tanpa atribut,” katanya.
Sementara untuk kampanye di fasilitas pendidikan, lanjut Bagja, KPU harus mengatur apakah itu diperbolehkan di sekolah TK, SD, dan SMP. Hal ini mengingat siswa TK hingga SMP belum tergolong ke dalam usia pemilih.
“Tempat pendidikan seperti apa? Di TK boleh atau tidak? Kan belum usia pemilih. Di SD negeri, SMP misalnya kan itu belum usia pemilih,” jelas Bagja.
Dia menambahkan, KPU juga harus mengatur metode kampanye apa saja yang diperbolehkan di fasilitas pendidikan dan pemerintah. Misalnya, jika partai politik melakukan kampanye dengan metode rapat umum di kampus, harus ada aturan teknisnya.
“Kalau rapat umum, terbayang di kampus ada rapat umum partai, apalagi kampus negeri. Kan boleh katanya. Boleh atau tidak? Makanya kami harus bicara masalah teknis detail,” pungkas Bagja. (haf)***
