ZONALITERASI.ID – DPRD Pangandaran menemukan beberapa persoalan pada Laporan Hasil Pemeriksaan (LHP) Badan Pemeriksa Keuangan Republik Indonesia atau BPK RI tahun anggaran 2022.
Ketua DPRD Pangandaran Asep Noordin, mengatakan, menyusul adanya laporan hasil pemeriksaan BPK RI, DPRD diminta melakukan rapat paripurna penetapan rekomendasi.
“Kami menemukan persoalan di antaranya administrasi keuangan, kepatuhan terhadap peraturan perundang-undangan. Persoalan tersebut harus ditindaklanjuti dan DPRD Pangandaran sudah membentuk Panitia Khusus atau Pansus,” kata Ketua DPRD Pangandaran Asep Noordin, Senin, 24 Juli 2023.
Menurut Asep, kendati kondisi Covid-19 berimbas pada masalah keuangan di tahun 2020, namun hal tersebut tidak harus menjadi alasan. Sebab, hal itu merupakan kondisi ekonomi secara makro.
“Pada LHP BPK RI tahun anggaran 2022 juga ada beberapa hal terkait salah satu kode rekening hal ini secara administratif tentu membutuhkan penyelesaian,” jelas Asep.
Tumpang Tindih Aset
Selanjutnya Asep menuturkan, BPK RI menemukan adanya tumpang tindih aset. Dari kejadian tumpang tindih tersebut direkomendasikan untuk segera dikomunikasikan dengan Pemerintah Daerah Kabupaten Ciamis.
“Tumpang tindih tumpang tindih tersebut terkait pendapatan dan ada aset Pangandaran yang masih tumpang tindih dengan Kabupaten Ciamis,” tutur Asep.
Sesuai Undang Undang Nomor 21 Tahun 2012 tentang Pemekaran, lanjutnya, seharusnya aset yang bergerak dan tidak bergerak yang ada di wilayah Pangandaran sudah selesai. Itu harus diberikan ke Kabupaten Pangandaran.
“Bisa saja ada potensi pendapatan dari retribusi yang sampai saat ini belum dibayar oleh pihak ketiga, lalu ada potensi pendapatan hingga saat ini belum selesai oleh pihak ketiga. Pedagang juga masih ada yang belum ditarik retribusinya. Tentu ini menjadi temuan BPK RI. Terkait retribusi ini, Bupati Pangandaran baru memberi pembinaan agar tidak memberatkan pedagang,” tuturnya.
Asep mengungkapkan, saat itu Bupati menganggap masih perlu ada pembinaan agar tidak memberatkan pedagang. Namun, jika hal ini dibiarkan terlalu lama, terlebih sumber pendapatan itu Perda sudah dibuat maka perlu dilakukan.
“Perlu ada transfer, penarikan retribusi belum dilakukannya harus segera, yang nanti akan dikembalikan dalam bentuk pelatihan dan pembangunan,” terangnya.
Ditambahkannya, DPRD Pangandaran pun mengeluarkan 11 rekomendasi untuk mendorong Pemda menyajikan proses transaksi keuangan yang didukung dengan data yang valid dan relevan.
“Prinsipnya 11 rekomendasi yang ditetapkan dengan mendapatkan Opini WDP Pemda harus menyajikan proses transaksi keuangan yang didukung dengan bukti dan data yang valid dan relevan sehingga dapat diuji kebenarannya,” tegas Asep. (des)***
