Geregetan Guru Bantu tak Dihonor 11 Bulan, Dewan Pendidikan Garut Ngadu ke DPRD Jabar

ZONALITERASI.ID – Dewan Pendidikan Kabupaten Garut mengadukan persoalan Guru Bantu Daerah Terpencil (GBDT) di wilayah Garut kepada Komisi V DPRD Provinsi Jawa Barat.

Persoalan ini mengemuka karena GDBT di Garut tidak mendapat honor selama tahun 2020 (11 bulan).

“Problematika GBDT di Kabupaten Garut menjadi salah satu masalah pendidikan yang mendesak untuk diselesaikan, terutama terkait dengan nasib GBDT yang dalam satu tahun terakhir tidak menerima intensif/honor,” kata Wakil Ketua Komisi V DPRD Jabar, Abdul Hadi, saat audiensi dengan Dewan Pendidikan Kabupatan Garut, Selasa (17/11/2020).

Hadi mengatakan, solusi untuk mengatasi permasalahan tersebut perlu adanya komunikasi yang baik antara Dinas Pendidikan (Disdik) Provinsi Jawa Barat sebagai leading sektor dengan Disdik di 27 Kota/Kabupaten di Provinsi Jabar.

“Permasalahan ini tidak terjadi kembali dan harus dirumuskan dalam RAPBD 2021,” ujarnya.

Terkait alokasi anggaran untuk honor GBDT, Hadi menuturkan, pihak eksekutif baik provinsi maupun kabupaten/kota agar memasukan hal tersebut pada triwulan pertama pada bulan Januari, Februari, dan Maret 2021.

Selain itu, Disdik harus mempunyai data akurat jumlah GBDT. Dengan begitu, pencairan honorarium bisa berjalan sesuai dengan seharusnya.

“Ke depan, Komisi V sebagai Komisi bidang pendidikan akan selalu memperjuangkan keberadaan GBDT. Hak GBDT berjalan sesuai mekanisme yang ada,” tandasnya.

Sebelumnya diberitakan, anggota Dewan Pendidikan Kabupaten Garut, Dian Hasanudin, mengatakan, pernyataan Kepala Bappeda Jawa Barat, Taufiq Budi Santoso soal Pemkab Garut tak pernah membuat usulan honor guru bantu membuka tabir tak dibayarnya upah selama 11 bulan.

“Pemkab Garut melalui Disdik (Dinas Pendidikan) Garut tak memasukkan alokasi anggaran guru bantu ke sistem e-budgeting atau Si Rampak Sekar. Sekarang jadi terbuka yang selama ini menjadi pertanyaan guru bantu, soal penyebab tidak adanya honor bagi mereka sepanjang tahun ini,” ujar Dian.

Dipaparkannya, anggaran honor GBDT berasal dari APBD Provinsi Jawa Barat yang mekanismenya melalui bantuan keuangan. Sesuai dengan mekanisme, maka proses usulan tetap harus dilakukan oleh pemerintah daerah melalui Disdik.

“Disdik seharusnya membuat usulan yang ditandatangani oleh bupati, kemudian melakukan pengentrian ke sistem e-budgeting. Setelah usulan dibuat dan dientri pada sistem e-budgeting, maka Pemprov Jabar akan menganggarkan bantuan keuangan kabupaten/kota pada APBD Provinsi Jawa Barat,” katanya.

Dalam kasus GBDT di Garut, lanjutnya, Disdik hanya membuat surat usulan manual tetapi tidak datang ke Bappeda Garut untuk melakukan pengentrian ke ke sistem e-budgeting. Akibatnya, surat usulan yang ditandatangani bupati itu tidak akan menjadi apa-apa.

”Surat itu hanya menjadi deretan kata-kata tanpa makna. Sudah jelas kelalaian dibuat pemerintah. Usulan anggaran itu juga tidak ada alasan terlambat. Pada usulan anggaran murni 2020 di bulan Maret 2019, Disdik sama sekali tidak melakukan pengentrian,” tutur Dian. (haf)***
