ZONALITERASI.ID – Wakil Sekretaris Jenderal (Wasekjen) Federasi Serikat Guru Indonesia (FSGI), Fahriza Marta Tanjung, mengatakan, perjanjian kerja dapat dijadikan sebagai jalan masuk untuk memberikan perlindungan bagi guru honorer. Komponen yang masuk dalam perjanjian itu, antara lain besaran gaji setiap bulannya.
“Hal lain yang diatur dalam perjanjian kerja adalah penempatan dan pengangkatan guru, serta pemindahan dan pemberhentian. Juga pemberian kompensasi finansial jika guru diberhentikan dengan hormat, tidak atas permintaan sendiri,” ujar Fahriza.
Menurut Fahriza, kenyataan di lapangan, banyak sekolah yang belum melakukan perjanjian kerja dengan guru. Padahal itu amanat Undang-Undang Nomor 14 Tahun 2005 Tentang Guru dan Dosen.
“Kalaupun ada, mayoritas digunakan hanya untuk melengkapi persyaratan administrasi pengusulan sertifikasi guru. Apa yang tertuang dalam perjanjian kerja hanya sebatas tulisan, tapi tidak bisa diimplementasikan,” kata Fahriza.
Wasekjen FSGI lainnya, Mansur, mengungkapkan kadang perjanjian kerja itu disimpan oleh sekolah. Mereka khawatir berkas itu dijadikan alat bukti jika terjadi perselisihan hubungan kerja.
Dikatakannya, sulit bagi guru untuk mengajar dengan baik dan profesional jika digaji sangat murah. Ada guru yang memperoleh gaji Rp. 300.000 per bulan.
“Bukan lagi saatnya pemerintah mengeluh dengan besarnya anggaran pendidikan yang dikeluarkan mencapai 20 persen dari total APBN. Apalagi membandingkan dengan negara lain. Sebab, anggaran pendidikan yang dikeluarkan tidak merata dan tidak tepat sasaran,” katanya. (des)***
