ZONALITERASI.ID – Rapat dengar pendapat antara Kemendikbudristek dengan Komisi X DPR RI di Jakarta, Rabu, 12 Juli 2023, terkait Penerimaan Peserta Didik Baru (PPDB) 2023, menjadi ajang untuk pembelaan diri dan melempar kesalahan dari institusi pendidikan pemerintah tertinggi di negeri ini.
Dalam momen itu, Irjen Kemendikbudristek, Chatarina Muliana Girsang, melontarkan tudingan, pengawasan yang dilakukan oleh inspektorat daerah dalam pelaksanaan Penerimaan Peserta Didik Baru (PPDB) masih kurang berjalan dengan baik. Salah satunya, kata Chatarina, terlihat saat Kemendikbudristek turun ke lapangan, inspektorat daerah bahkan tidak tahu bahwa PPDB zonasi terdiri dari empat jalur.
“Di dalam mekanisme pengawasan kami, kami melihat juga bahwa kurangnya pengawasan yang dilakukan oleh inspektorat daerah. Jadi, ketika ada permasalahan, ketika kami turun, inspektorat daerahnya juga tidak tahu bahwa PPDB yang diatur dengan Permendikbud Zonasi ada empat jalur,” ujar Chatarina, dilansir dari Republika.
Selanjutnya dia menuturkan, persoalan-persoalan yang terlihat saat ini oleh masyarakat sebenarnya sudah ada ketika kebijakan tersebut ada.
Kebijakan zonasi lewat empat jalur PPDB, lanjutnya, dimulai melalui Permendikbud Nomor 17 Tahun 2017. Di mana, aturan itu telah mengalami beberapa revisi untuk menyesuaikan dengan kebutuhan pemerintah daerah agar mereka dapat mempersiapkan PPDB tersebut dengan lebih baik.
“Masalah-masalah tersebut sebenarnya juga muncul ketika belum adanya kebijakan PPDB empat jalur. Tapi karena PPDB empat jalur ini sudah kita minta supaya melalui sistem online, sehingga itu kelihatan oleh masyarakat dan muncullah kegaduhan ini,” ucapnya.
Kata Chatarina, dengan sistem daring, masyarakat menjadi lebih tahu ternyata banyak penyimpangan-penyimpangan yang dilakukan oleh orang tua, termasuk juga oleh oknum guru. Di mana, ada saja oknum guru yang melakukan pungutan liar atau meminta uang kepada orang tua murid dan lain sebagainya.
“Temuan Itjen Kemendikbudristek atas penyimpangan kebijakan PPDB merupakan pelanggaran atas prinsip kebijakan itu sendiri, yakni objektif, transparan, dan akuntabel. Temuan-temuan yang ada sampai saat ini terjadi ketika pemerintah daerah tak melihat prinsip itu sebagai dasar dalam melaksanakan PPDB,” tuturnya.
“Artinya kalau objektif harus sesuai dengan tujuan ditetapkannya kebijakan ini, transparan artinya semua harus jelas terbuka melalui sistem PPDB online, dan akuntabel itu artinya semua bisa terukur. Jadi itu prinsip yang dilanggar sehingga kita banyak menemukan temuan-temuan tersebut,” sambungnya.
Chatarina menambahkan, Ditjen Pauddikdasmen Kemendikbudristek sebenarnya sudah melakukan sosialisasi sejak Permendikbud Nomor 17 Tahun 2017 hingga saat ini. Dalam prosesnya, Kemendikbursitek terjun langsung ke lapangan untuk melakukan sosialisasi bersama dengan inspektorat daerah. Tapi, yang jadi persoalan adalah dinas pendidikan (disdik) yang mendapatkan sosialisasi itu tidak menurunkan langsung informasi yang sudah didapatkan.
“Sebenarnya kami sudah melakukan itu dan meminta disdik memastikan hal tersebut karena tidak mungkin Kemendikbudristek memberikan langsung sosialisasi kepada orang tua. Tapi sekali lagi, ini yang masih menjadi PR karena belum semua dilakukan oleh semua pemerintah daerah,” pungkasnya. (des)***
