Fraksi PPP DPRD Pangandaran Setuju Raperda Pajak dan Retribusi jadi Perda

ZONALITERASI.ID – Fraksi Partai Persatuan Pembangunan (PPP) di DPRD Pangandaran menyetujui Raperda tentang tentang Pajak Daerah dan Retribusi Daerah untuk disahkan pada tahap selanjutnya.

“Kami dari Fraksi PPP telah mencermati, mempelajari, dan mengamati pemaparan dari Bupati Pangandaran tentang Raperda Pajak Daerah dan Retribusi Daerah. Berdasarkan pemikiran yang matang, komprehensif, dan menyeluruh maka Fraksi Persatuan menyetujui Raperda ini,” kata Ketua Fraksi PPP DPRD Pangandaran, Asikin, saat menyampaikan memberikan pandangan terhadap Raperda Pajak Daerah dan Retribusi Daerah, di Ruang Sidang Paripurna DPRD Pangandaran, Jumat, 18 Agustus 2023.

Menurutnya, pajak daerah dan retribusi daerah merupakan salah satu bentuk peran serta masyarakat dalam penyelenggaraan otonomi daerah

Lalu, perda merupakan landasan dan instrumen yuridis penting dan strategis bagi Pemerintah Daerah dalam menjalankan roda pemerintahan dan pembangunan daerah.

“Maksud dan tujuan pembangunan adalah untuk meningkatkan kesejahteraan masyarakat dan pembangunan tersebut harus memiliki dasar hukum di antaranya Perda. Sebuah Perda tidak hanya berfungsi untuk mengatur masyarakat namun juga memiliki fungsi strategi. Fungsi strategi dari sebuah produk Perda antara lain yaitu memberikan perlindungan terhadap hak rakyat dan meningkatkan pemberdayaan masyarakat,” ujarnya.

Asikin menjelaskan, pengelolaan keuangan daerah yang baik, harus taat asas dan filosofi. Untuk itu, kebijakan politik anggaran harus berpihak pada kebutuhan dan kepentingan masyarakat Kabupaten Pangandaran.

Selain itu, lanjutnya, akuntabilitas harus menjadi tatanan dari setiap upaya untuk melakukan perubahan dan pembinaan yang lebih baik dan optimal. Akuntabilitas tersebut termasuk dalam perbaikan dan pengelolaan pengelolaan keuangan daerah.

“Kami memandang perlu adanya kepastian hukum dan legal standing sebagai payung hukum dalam penentuan arah dan kebijakan daerah termasuk di dalamnya tentang kepastian hukum arah kebijakan fiskal daerah. Itu meliputi bidang perencanaan anggaran dan pengalokasian anggaran yang tentunya tidak bertentangan dengan peraturan yang lebih tinggi,” tegas Asikin. (des)***
