ZONALITERASI.ID – Plt Sekretaris Direktorat Jenderal (Sesditjen) Pendidikan Tinggi, Riset, dan Teknologi (Diktiristek) Kemendikbudristek, Tjitjik Sri Tjahjandarie, mengatakan, kenaikan Uang Kuliah Tunggal (UKT) adalah kebijakan masing-masing perguruan tinggi.
Pernyataan itu disampaikan Tjitjik menanggapi polemik kenaikan UKT di Universitas Jenderal Soedirman (Unsoed) yang yang mencapai 100 persen.
Tjitjik mengatakan, Kemendikbudristek telah menggawangi perihal kenaikan UKT melalui Peraturan Mendikbudristek (Permendikbudristek) Nomor 25 Tahun 2020 tentang Standar Satuan Biaya Operasional Pendidikan Tinggi (SSBOPT) pada Perguruan Tinggi Negeri di Lingkungan Kemendikbud.
“Sekarang kan udah ada inflasi, jadi kita harus jauh lebih realistis. Kenapa kita menerapkan SSBOPT? Untuk menjamin agar pendidikan di perguruan tinggi itu memenuhi standar dan harus berkualitas,” jelas Tjitjik saat ditemui di Gedung Rumpun Ilmu Kesehatan, UI Depok, Selasa, 30 April 2024, dilansir dari Detik.com.
Menurut Tjitjik, dalam aturan tersebut juga dibatasi penetapan UKT terbesar pada PTN yang tidak boleh melebihi Biaya Kuliah Tunggal (BKT). Perihal penetapan BKT yang naik, Tjitjik menyebut hal itu wajar terjadi karena harus terus diperbarui sesuai kebutuhan.
“BKT itu menurut aturan undang-undang harus ditinjau setiap waktu. BKT yang terakhir itu kan tahun 2019. Tentunya itu menjadi kurang relevan lagi dengan standar biaya yang saat ini,” jelasnya.
Ia menegaskan, PTN tak boleh menaikkan UKT secara sembarangan. UKT kelompok 1 dan 2 harus tetap Rp 500 ribu dan Rp 1 juta. Sementara untuk UKT kelompok tertinggi, besarnya tak boleh melebihi BKT.
“Dalam Permendikbud ini juga dipastikan jangan sampai ada PTN menetapkan seluruh UKT-nya melebihi batas BKT. Tetap ada kelompok 1 dan kelompok 2,” ucap Tjitjik.
“Tujuannya untuk bisa memberikan akses kepada mahasiswa-mahasiswa yang sekarang mampu akademik tapi secara ekonomi kurang mampu, sehingga perguruan tinggi bisa diakses oleh seluruh lapisan masyarakat,” sambungnya.
Kata Tjitjik, penetapan UKT (selain kelompok 1 dan 2) yang diperbarui bisa membuka peluang bantuan pendidikan bagi mahasiswa yang kurang mampu secara ekonomi. Oleh karena itu, peraturan soal SSBOPT berpacu pada prinsip berkeadilan.
“Jangan sampai masyarakat yang mampu itu merasa tidak mampu. Maka dengan dengan penetapan UKT satu sampai sekian itu maksimum tidak melampaui BKT, agar kita dapat memberikan pengenaan UKT itu secara proporsional dan berkeadilan,” katanya.
Tjitjik berpendapat, dasar penetapan UKT yang berkeadilan seharusnya yakni kualitas berbanding lurus dengan biayanya.
“Kualitas itu berbanding lurus dengan biaya. Itu sebenarnya dasar penetapan UKT yang menurut saya berkeadilan. Sehingga, dibuat kelompok-kelompok UKT yang tidak disamaratakan.”
“Secara keseluruhan memang perlu ada beberapa aspek yang kita perhitungkan. Kenapa? Misalnya tahun 2019 belum ada MBKM dalam proses pembelajaran. Nah itu kan harus menjadi faktor cost yang kita masukkan di dalam standar operasional,” tambahnya. ***
